APTIM Quality Manager in Asan, Guam

Project Specific Description:

Looking for a candidate with project experience on a construction project in Guam. Candidate will be a working Quality Control Manager with civil, concrete construction and/or mechanical experience for the project field activities onsite. This is a professional exempt position.

Must implement and manage the QC program for the Guam Hardening project. The QC Manager manages and coordinated three phases of control and documentation for project work, including inspection and testing.

Scope includes, but is not limited to, the hardening of Guam POL Infrastructure, Main Base, Guam. The work includes constructing new valve vault in a hardened structure and bypass tie-in vaults at Delta/Echo Pier, constructing new contingency pump house in a hardened structure at Tenjo Vista, replacing existing manifold and bury underground, providing connection laterals at Tiyan Junction, and incidental related work.

Project Specific Qualifications/Competencies/Experience:

QC Manager

  • 4 year accredited college or university program in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction or Building Science,

  • 10 years of supervisory experience as QC Manager, Project Superintendent, Construction Manager, Project Manager, or Project Engineer on a contract of similar size and type which included the major trades involved in this contract

  • At least 2 years of experience as a Quality Manager

  • Must be familiar with EM 385-1-1 and have experience in the area of hazard identification, safety compliance and sustainability.

  • Must have current Construction Quality Management certification

  • Fluent in English both verbal and written.

The following skills are desirable:

  • CWI, API, ACI

  • Experience with pneumatic and hydrostatic testing of pipelines.

  • Experience with replacing fuel pumps and associated appurtenances.

  • Experience with installation of various types of pipe supports.

  • Experience with commissioning POL systems.

  • Experience with installation of civil structures and mechanical piping systems in accordance with UFGS specifications and IFC drawing package.

  • Experience in combination welding (GTAW/SMAW).

  • Ability to provide safety leadership on the project site in all activities. Will be responsible for working safely on the jobsite and providing direction to all personnel on the jobsite concerning safe work practices.

Project Specific Responsibilities:

Implements the construction portion of the assigned project through day-to-day direction of all field activities and is responsible for all mechanical job site activities. Ensures timely and efficient execution of field work. Is the primary client contact for all project mechanical field activities. Ensures all construction is in compliance with design specifications, is completed on schedule, adheres to budget, meets accounting requirements and is built to quality standards. Manages site resources. Manages SOW by identifying change conditions. Instrumental in developing and adhering to execution plan.

Role and Responsibility

The CM is typically the field lead on the job and will be responsible for the field execution of the construction work. This job family is responsible for organizing, directing, supervising and coordinating construction activities at a job site as directed by the CSM and PM. Responsibilities include: work procedures, scheduling, cost control, project specification conformity, review of manpower levels, monitoring and implementation of safety programs, project conformance to national, local and/or company building codes and the maintenance of accurate records.

Responsible for the satisfactory conduct of construction operations and task accomplishment in an economical, efficient and timely manner on a project. Monitors craft performance relative to budget, schedules and deadlines. Implements and enforces work rules. Prepares and reviews plans, specifications, and drawings and schedules to coordinate work phases and work priorities. Recommends solutions to construction and architectural discrepancies.

Facilitates the efficient use of personnel and equipment. Coordinates movement and use of equipment and supplies with procurement. Relies on experience and judgment to plan and accomplish goals. Leads and directs the work of others. Must adhere to the execution plan, enforce Construction policies and procedures, follow safe work practices, provide periodic reports, and communicate any problems to chain of command management immediately.

This position may serve as or report to the Construction Site Manager and/or directly to the Project Manager.
